The Government Property Agency maintains an invitation list (GPA Invitation List) under the Socially Caring Leasing Arrangement, comprising (i) non-governmental organisations (“NGOs”) having tax exemption status under Section 88 of the Inland Revenue Ordinance (Cap. 112) and participating in the “Enhancing Employment of People with Disability through Small Enterprise” Project; (ii) social enterprises (“SEs”) having tax exemption status under Section 88 of the Inland Revenue Ordinance (Cap. 112) and funded under the Enhancing Self-Reliance Through District Partnership Programme of the Home Affairs Department; and (iii) SEs having tax exemption status under Section 88 of the Inland Revenue Ordinance (Cap. 112) and under the SE Directory of the Hong Kong Council of Social Services, for tender/quotation of its revenue contracts^Note. Eligible NGOs / SEs wishing to be included in the GPA Invitation List may submit a completed application form to the Government Property Agency. Application for inclusion in the GPA Invitation List is free of charge.

Applications received will be considered as appropriate by the Government. Those NGOs / SEs that are found acceptable will be included in the GPA Invitation List under the Socially Caring Leasing Arrangement. The Government reserves the rights to add or remove any NGOs or SEs from the GPA Invitation List at all times without prior notice and without compensation.
